With the increasing cost of higher education, more states and legislators consider the idea of free college. In fact, it was only few days ago when free tuition was approved in New York City.

More and more states are not finding ways to make college expenses more bearable and affordable for their students, because it seems like the increase just seems to be unstoppable. The yearly increase is assumed to be 5 percent every time, according to Saving for College. And this does not include yet the costs for other expenses like the room, books, board, transportation, and others.

Public colleges and universities may also be worth considering especially for those who do not want or cannot qualify for financial aids and scholarships. There are actually a number of states that offer the least expensive college education according to CNBC.

1.Wyoming

Average in-state tuition and fees: $5,060

2. Florida
