Historically Black Land-Grant Universities Celebrate USDA Agreement as a 'Big Win' — and a Reassurance

Leaders of America's 19 historically Black land-grant universities are celebrating a March 5, 2026 Memorandum of Understanding signed with the U.S. Department of Agriculture — re-establishing a presidential task force, expanding campus USDA liaisons, and reaffirming the Trump administration's commitment to institutions that were founded under the Second Morrill Act of 1890 to give Black Americans access to agricultural education, after a rocky start that included the temporary suspension of the 1890 Scholars Program.
