When Ryan was asked about "PlayStation Neo" will rival Microsoft's "Project Scorpio," Ryan explained that the issue was just rumors and speculations. The issue will be more detailed if Sony will actually announce the specs for "PlayStation Neo."
However, before E3 2016 started, Andrew House (Sony Computer Entertainment head) also confirmed the presence of an upgraded "PlayStation 4" - dubbed as "PlayStation Neo."
